TEN-T Consultation Response: STRING key messages on the development of the trans-European transport network

As committed partners to the TEN-T policy, STRING and its members are actively working to complete the northern part of the Scandinavian-Mediterranean Corridor between Oslo and Hamburg. By 2030 we strive to establish a customer-friendly and efficient transport system linking Northern Europe to Central Europe and a system that paves the way for sustainable growth and integration between Germany, Denmark, Sweden and Norway.

The TEN-T policy will have to develop to stay relevant. It needs to support the fundamental transformation of the transport system, especially when it comes to decarbonisation and reaping the benefits of alternative fuels, such as electricity and hydrogen.

While this is something that STRING encourages and fully supports, it also urges the EU to stay committed to the strategic direction established in 2013.This is especially important when it comes to the completion of the Core Network and the Corridors by 2030, the goal to decarbonise the transport system, and the continued prioritisation of cross-border sections and removal of bottlenecks.

STRING therefore calls on the European Commission, Parliament and Council to consider the following when revising the TEN-T regulation:

Regarding the form of the network

– The Core Network is well designed and has a positive impact on growth, jobs and the environment. We are well on our way towards implementation and therefore encourage the European Commission to stay committed to it.

– STRING and its members are committed to completing the northern part of the ScanMed Corridor – from Hamburg to Oslo. Support this dedication by ensuring the development of the urban nodes of the core network and their interconnections and the inclusion and strategic position of the Fehmarn Belt Fixed Link, new fixed links across the Öresund and Gothenburg-Oslo sections in the Core Network.

Regarding the features of the network

– Speed up the deployment of a coherent accessible cross-border infrastructure for alternative fuels, such as electricity and hydrogen.

– Keep supporting the railway system and ensure its position as a sustainable and environmentally friendly means of transport at the core of the network

– Speed up the work to further integrate the MoS strategy with the TEN-T policy.

– Keep supporting the urban nodes of highest strategic importance and ensure their position at the core network.

Regarding the implementation of the network

– Core Network Corridors are the most important instrument to organise and drive the implementation of the Core Network.

– Cross-border sections tend to be less of a priority at the national level. A big reason for this is the difficulties in, and lack of incentives for, planning cross-border projects. The TEN-T policy, the Core Network Corridors and their respective fora need to continue to strengthen cooperation between member states, regions, cities, ports and other key stakeholders.
